Shanghai Hongqiao Economic and Technological Development Zone is the smallest national development zone, just 0.652 square kilometers in size, and the only development zone with foreign consulates.

It was established in 1983 and upgraded by the State Council to national level in 1986, ranking among the first bunch of 14 national development zones.

Twenty years of development has made it a cluster of modern services and exposition industry. The development zone features international trading malls, pavilions and a world-class expo atmosphere, which makes the zone a regional center for international commerce.

The development zone has hosted over 1,300 expositions and attracted over 15 million visits. It's also home to the offices of over 2,700 agencies, multinationals and foreign consulates from the United States, Japan, Australia, Switzerland, Argentina and more.

By the end of 2017, the development zone had signed foreign-investment contracts worth $5.3 billion and absorbed a total foreign investment of $3.8 billion.

The zone's development company is a Sino-foreign joint venture for foreign consultancy and real estate, with a registered capital of 200 million yuan ($28.81 million).
