Preferential policies consolidate a city's status as an international talent hub.

Hangzhou, capital of East China's Zhejiang province, recorded a 13.6 percent net inflow rate of middle and high-end talents in 2018, ranking first in the country, according to a news conference held on May 16.

Pledging to woo more middle and elite-level talents, Zhejiang province is on course to further optimize talent service policies and create a better development environment for them.

Aiming to make administrative services smarter and provide greater convenience for talents, an online service platform with information on services, policies, and personal affairs was put into service on May 16.

Last year, the province laid out eight favorable policies for high-caliber personnel in the areas of housing, transportation, education and healthcare. It has so far implemented policies for 566 high-level talents.

The province has also set up a talent service bank to provide affordable credit loans with a maximum value of 10 million yuan ($1.45 million).

In 2018, Zhejiang introduced a total of 510,000 graduates and 32,000 overseas students, a year-on-year increase of 35 and 18 percent respectively.
