New move to improve business climate

Quzhou in East China's Zhejiang province launched a measure named "110 Plan" to further streamline the procedures for starting a business in the city on Feb 28, local media reported.

According to the Quzhou business climate managing office, the 110 Plan refers to having just one procedure, at most one visit, and zero cost.

More specifically, tax invoice application and official seal making have been integrated into one procedure and the license for opening a basic bank account has been revoked.

Three different service packages were issued for applicants by local market supervision bureau to ensure that they can start a business at most one visit, and appointed banks in Quzhou may help applicants deal with all the procedures involved in starting a business.

The official seal making charge is paid by the local government, making the whole procedure of establishing a company in Quzhou free of charge.

The Quzhou Market Supervision Bureau also released a list of institutions involved in starting businesses in the city where expense can be covered by local government, including official seal making companies, deposit banks, agent banks for applying for business licenses and tax control equipment manufacturing companies.
