In 2016 Guiyang fully promoted the development of local tourism and endeavored to establish Huaxi district as a national tourism demonstration zone. Guiyang plans to become the "National Tourism Model City", hoping to ensure that the number of tourists and the total tourism revenue of the city to increase by more than 30 percent.

Guiyang will construct a tourism town consisting of "two lines, two belts and eight districts". There will be several places for tourists to stop and explore the history and beauty of China along the two national 5A-rating tourist scenic spots lines, combining the Qingyan Ancient Town, Tianhe Pond, Huaxi Wetland Park (Confucius Hall), University City, Gaopo, Taoyuan River, and Nanjiang Grand Canyon across the city.

The "two belts" are the Nanming River Urban Leisure Resort Belt and the City Ring Forest Tourism Belt. And the "eight districts" refer to the construction of a tourism service area, ecotourism resort, mountainous outdoor sports and leisure area, health care pension resort, cultural recuperation resort, rural tourism leisure resort, the red tourist resort, and airport service areas.

To promote the development of the tourism industry in the entire region, Guiyang will create two to three tourism blocks with local cultural characteristics, actively introduce a number of internationally renowned brand hotels or five-star hotels and launch a batch of artistic, practical, and portable special travel products into the market.

Guiyang will also improve local tourism infrastructure and services. The work's main focuses will be on renovation and upgrading of the internal traffic system in scenic spots with tourist trails and cable lanes and the improvement of the aviation network by gradually opening flights linking Guiyang with other major tourist destinations in Asia Pacific, Europe and the United States. Guiyang will also give major attention to the construction of the Longdongbao International Airport, Guiyang North Railway Station, and tourism service centers in Huaxi and Yunyan districts.

The city has driven the toilet revolution in China in recent years, and it completed the renovation of 200 latrines as of 2016. Guiyang will also improve other public service facilities, such as public parking lots, international tourist guide signs, tourist greenways, trails and open rest spaces.

Another project to promote tourism is underway–the "Guiyang Smart Tourism Integrated Operation Platform". This platform initiates the construction of a number of smart scenic spots, smart hotels, smart travel agents, and online booking and payment of tourism products and services.

To step up law enforcement and safeguard the order of a profitable tourist market, Guiyang will establish a tourism comprehensive law enforcement mechanism led by local tourism departments that integrate efforts of government departments of development and reform, industry and commerce, public security, fire control, sanitation and quality supervision. It will also promote the management system and mechanism reform of the state-owned tourism scenic areas, including Tianhe Pond and Taoyuan River.
